Renewable Energy (RE) sources are an important element in India’s power policy to meet the need for power in an environmentally friendly way and to provide power to remote areas. India is the first country to have a dedicated ministry for developing and promoting non-conventional energy sources in the country. Certain forms of Renewable Energy sources (wind energy, small hydro and biomass) have been able to establish a strong presence. However, high capital costs and low plant load factors have made investments economically unviable.

India has a huge potential for small-scale Renewable Energy projects and targets 10,000 MW of installed capacity from Renewable Energy by the year 2012. Renewable Energy projects are capital intensive and are generally small-scale (< 15MW) in India.

Small-scale RE project developers do not have in-house resources for specialized services for Project Design Documentation (PDD), in particular for baseline development. “Generic baselines for Renewable Energy projects” would reduce the transaction cost, while maintaining accuracy.
